Fleetwood goalkeeper Alex Cairns spared an 87th-minute punishment to make his side a goalless League One draw.
Paddy Madden was thought to have attracted Rovers replacement Alex Rodman, however, Clarke-Harris watched his deflected up onto the crossbar.
Fleetwood created the better chances. Danny Andrew fired from their very best opening following 60 minutes and three minutes after Lewis Coyle had a shot onto a post by Rovers goalkeeper Jamal Blackman that was new.
Neither side created much at a very low key half. Madden volleyed at the minute at Blackman and has been denied by a smothering save two minutes afterwards.
For Rovers, Ed Upson had a volley and Josh Ginnelly fired from inside the box just before the period.
